Despite its best efforts, the failure to deliver the much trumpeted Tithebarn development project, and the simple refusal of Preston's Lancashire neighbours to accept it as an economic hub for the county, leaves its future in a questionable position. What can England's newest city do to live up to its city billing, and can Lancashire prosper without a city hub?
