Parkinson Real Estate has won the commission to advise Blackburn with Darwen Borough Council on viability appraisals and planning applications.
The agreement will involve advising the council about the appropriate planning gain contributions that developments in the area should contribute to education, highways, public open space and affordable housing.
Mark Smith, director valuation advisory at Parkinson, said: "We have been advising developers on their S106 liabilities for a considerable amount of time, as well as advising local authorities of the north west on various valuation and development matters, so it was great to formalise this commission.
"I’m encouraged that we weren’t the lowest price on the tender list, but ranked first on the quality aspect of our submission and experience. It’s is imperative that developers and local authorities get the right advice, planning policies dictate that these processes often depart from traditional valuation methodologies so the experience of the valuer is paramount."
