Lea Hough Chartered Surveyors has obtained planning permission for a large housing development on land adjacent to Blainscough Hall, at Coppull.
The decision comes following an appeal after the original planning application was refused by Chorley Borough Council.
The case began with initial investigations into a possible planning application for a parcel of safeguarded land. Having identified that the land may have potential for a housing development, Lea Hough provided advice and entered into agreements with the two neighbouring landowner clients. The process of preparing a planning application was then commenced, with advice and support from NJL Consulting.
Initially, the planning application was refused by Chorley Borough Council on the grounds that the Local Planning Authority believed that they could demonstrate a five-year housing supply and that the development of the site would be premature.
However, the case for planning was still strong and it was agreed that an appeal should be made to The Planning Inspectorate.
At the appeal, various experts including Lea Hough’s team, a Chartered Town Planner, a barrister, presented a wide range of evidence in respect of the need for housing in the borough and the impact of the development upon the local infrastructure.
Following the appeal, The Planning Inspectorate has overturned the council’s previous decision and have now confirmed that planning approval is granted for the land.
The planning appeal is an outline consent for up to 123 houses, which includes 30 per cent affordable housing. A reserved matters application is required, which will be dealt with in due course.
Lea Hough will now be marketing the site on behalf of the landowners, and the site will be sold to a housing developer who will build-out the housing estate.
